MS4 public records request: Walton County

Sent November 2, 2026, from Doug Liles. Recipient: publicrecords@mywaltonfl.gov. This is the request text, not an agency response.

Dear Walton County Public Records Custodian,

Please provide existing electronic records under Florida's public-records law for Walton County's Phase II MS4 program, historically identified as FLR04E084. Please confirm the identifier and any successor identifier from your records.

For coverage, renewal, reporting and regulatory correspondence, the scope is the current and immediately preceding permit cycles through November 2, 2026, including older records still governing present coverage. For operational records specified below, the scope is October 15, 2023 through November 2, 2026, plus any older unresolved items in the current backlog.

  1. Current and prior coverage acknowledgments, effective/expiration dates, renewal Notices of Intent, the April 2023 application and all supplements, and the current Stormwater Management Program.
  2. DEP correspondence or other records supporting the county's June 3, 2025 statement to Darrin Dunwald that DEP instructed Walton County to continue implementing its Cycle 4 permit while the April 2023 application was being reviewed. Include any subsequent decision, deficiency request, coverage continuation or new acknowledgment.
  3. Required MS4 reports, existing reporting calendars or deadline notices, submission/transmittal records, portal confirmations, DEP receipts and review correspondence. Include the 2022–2023 and 2023–2024 reports and subsequent required reports, with existing records documenting any period in which no report was required.
  4. DEP inspection/audit findings, deficiency or enforcement notices, corrective-action plans, responses and closure/disposition records; existing internal status records identifying overdue permit obligations, filings, inspections or maintenance, and records assigning current program responsibilities.
  5. The current stormwater asset/outfall inventory and maps; pond/structure inspection logs, illicit-discharge investigations, construction-runoff enforcement logs and maintenance work orders supporting MS4 reported performance during the operational period above. Please prioritize existing inventories and summary logs before underlying case files. Include existing records linking the report's mapped assets and inspections to asset IDs, locations and dates.
  6. Existing unresolved drainage/maintenance backlog and corrective-action records, including location, ownership, department, reported date, interim measures, cost, target completion and closure evidence where maintained. Include existing referrals to/from South Walton Mosquito Control and referral/closure logs concerning stormwater or mosquito-producing drainage conditions. Please keep mosquito findings, drainage defects and regulatory findings identifiable as recorded.
  7. Existing county–mosquito-control correspondence from January 1, 2025 through November 2, 2026 regarding MS4 coverage, renewal, ditch ownership/maintenance and agency responsibilities, including the May 8 and June 3, 2025 exchange involving Scott Caraway, Melinda Gates and Darrin Dunwald.

Please coordinate collection with Environmental Services and Public Works. This is a new MS4 compliance/operations request, separate from the financial scope of PRR 26-880/26-881; links to overlapping records already released will suffice.

Please provide existing records in native electronic format where maintained, including existing spreadsheet/GIS exports and field definitions; precise public download links are welcome. No new analysis, legal opinion, spreadsheet, or software development is requested. If a requested record is not maintained or cannot be located, please identify that fact and another custodian if known. For withheld or redacted material, please identify the applicable legal basis and provide reasonably segregable records.

Please acknowledge receipt, assign a tracking number, identify the coordinating custodian, and release readily available coverage/renewal records first, with remaining records in stages. Please provide an itemized estimate before any chargeable work; no fees or paid work are authorized without my written approval. If this overlaps an existing request from me, please identify that request before duplicating work.

I would appreciate a status update within 10 business days. This is a requested management checkpoint, not a claim that Florida law sets a 10-business-day production deadline.

The request and responsive public records will support a sourced public tracker at protect30a.org/ms4.

Thank you,
Doug Liles
